Illinois is a tax lien state

Illinois counties hold an annual tax sale where investors bid down the penalty rate on delinquent taxes and receive a certificate of purchase; unsold parcels can be picked up at later scavenger sales.

Redemption period

Owners commonly have two to two and a half years to redeem depending on property type, and the buyer must petition the circuit court for a tax deed after the period expires.

Interest or penalty

The penalty rate is bid down from a statutory ceiling and accrues every six months, so a low winning bid means a low return.
