California counties sell tax-defaulted property outright at tax collector auctions, most of them held online, after the parcel has been delinquent for five years. There are no tax lien certificate sales in California.
County tax collectors publish the parcel list about a month before the sale and run bidding online through a vendor portal, with a refundable deposit required to register. Winning bidders pay in full within the county's deadline, often days, and receive a tax deed recorded by the county. The deed is normally uninsurable until the one-year challenge period runs, so plan on a quiet-title action if you intend to sell. Inspect from the street only, and check for IRS liens and easements, which survive the sale.

California is a tax deed state. Each county tax collector auctions tax-defaulted parcels to the highest bidder, and no lien certificates are offered to investors.
There is no redemption period after the sale; the owner must redeem before the auction begins. Buyers should still expect the one-year window during which a sale can be challenged in court.
State real estate is offered through the DGS Real Estate Services Division and the Caltrans excess-land program, while state vehicles and equipment are sold through the DGS surplus property warehouse and online auction listings.
