Arizona is a tax lien state

Arizona counties sell tax lien certificates each February, and the county treasurer offers the leftover liens over the counter for the rest of the year. Investors buy the delinquent tax debt, not the property.

Redemption period

The owner has three years from the sale to redeem before the certificate holder may begin a judicial foreclosure; foreclosure is not automatic and requires a court action.

Interest or penalty

Bidding starts at 16% annual interest and is bid down, with the winner being the bidder willing to accept the lowest rate.
